Wolfgang Effing ist Diplom-Ingenieur für Nachrichtentechnik und seit 1984 beruflich bei Giesecke & Devrient mit der Entwicklung von Chipkartensystemen befasst. Seit 1984 engagiert er sich in der internationalen Chipkartennormung (ISO/IEC, CEN). Wolfgang Rankl ist Diplom-Ingenieur für Feinwerktechnik sowie Wirtschaftsingenieur und für Giesecke & Devrient, den größten deutschen Chipkartenhersteller tätig. Seit 1990 beschäftigt er sich mit Chipkarten und ihren Betriebssystemen.
