The Author: Carl Cavanagh Hodge is Professor of Political Science at Okanagan University College and a specialist in American and European government. He has taught at universities in Europe and North America. He has published two previous books, The Trammels of Tradition and Shepherd of Democracy, as well as numerous articles.
