Because Flaherty sees this as the first step to national recognition, he stretches the protocol of his office. Jacob sees this investigation as picking at old wounds and secures the aid of an attorney, Tory Covington. The Mayors daughter, Beatrice, reignites her relationship with Jacob. She is a back door conduit of information about the re-investigation. To expand his efforts from the original murders to interstate drug distribution, Flaherty enlists the assistance of federal investigators who follow the money into the temple of power. Jacob suffers blackmail threats and the kidnapping of his son. Tory has a solution.
