They look at how state capacities for the design and implementation of science and technology policies have eveloved and examine how political factors, such as military rule and authoritarianism, have shaped such capabilities and the pattern of development. The influence of international factors on policy changes is also examined.
In looking ahead to the future economic and social development in Latin America, contributors find that selective but active state intervention in favour of technological change will be needed to ensure implementation of realistic technology policies.
