The design of a gas-filled reference ionisation chamber for radioactivity measurements is discussed. It is the aim to determine design criteria for a cylindrical ionisation chamber which should guarantee a reproducible output at the level of a few tenths of a percent in the photon energy range from 20 keV to 2 MeV for different chambers constructed according to these criteria. Such chambers would be used by metrology institutes to maintain world-wide uniformity in activity measurements. In order to study the effect of operational and geometrical chamber parameters on its response, a theoretical model, Monte Carlo simulations and experiments on a prototype chamber are used.
