The Government together with the Entrepreneurs could easily access cheap loans locally only if the banks are able to collect and accumulate cheap pool of funds such as savings from individuals. Low saving rate at the moment is attributed to many factors that hinder savings. Without Individual savings in the country economic growth is and will be a fallacy.
