During the past fifteen years (1983 to 1999), college endowments increased at six times the rate of inflation as measured by the CPI. Colleges hoarded funds that they specifically donated to "endowments" and hoarded ""operating surpluses added to endowments as "quasi-endowments." These funds, which could be used to reduce the cost of tuition, were squirreled away for a rainy day.
Higher education is in a financial crisis in this country. Colleges and universities already have the financial resources to solve the crisis. If they do not use the resources that they already have, the government has an obligation to force higher education to solve the crisis by changing the tax laws.
This e-book will explore some of the issues around this crisis and develop arguments for some creative solutions to the current problem using techniques and funding sources that are already available to the higher education community.
