C.H.A.P.P.S. is a simplified pay system designed for the postal payroll system, and with C.H.A.P.P.S. there is no need to cut jobs at the post office. Larry Pinson, Sr. is a retired postal employee, and created C.H.A.P.P.S. after undertaking an endeavor to understand the postal service pay system, and found it to be antiquated and in need of change to modernize and simplify the system. C.H.A.P.P.S. can also be used for city and county employees, teachers, police officers, and pay systems of other government agencies and large institutions; firemen, public transportation employees such as bus drivers; and private sector businesses, large and small, such as restaurants and barber shops. Additionally, C.H.A.P.P.S. can be used for jobs worldwide, and is excellent for military people coming home.
Larry Pinson served 18 years in the Illinois National Guard. He started working at the postal service in 1995, and retired in 2009. Pinson liked the idea of working for the postal service, and initially believed it was a well organized organization, but was soon surprised to learn that it was far from well organized, particularly regarding the payroll application process.
There is no reason for anyone in America to be out of work. C.H.A.P.P.S. creates jobs without taxpayers money.

Larry Pinson was a civilian employee at the Postal Service from 1995 to 2009. Pinson served in the U.S. Army for two years, from 1967 to 1969. From 1971 to 1989 he was active in the Illinois National Guard, and became a Second Lieutenant in 1974 (graduating from Fort Bennett, Georgia). He became a First Lieutenant in 1977, a Police Company Commander in 1980, and retired as a Captain in 1989. In 1989, Pinson became inactive in the Illinois National Guard and was promoted to a Major.Larry Pinson’s decorations and awards are:

Larry Pinson was born in Newnan, Georgia, and moved to Chicago at age six. He attended six military schools: Basic Combat Training in Ft. Leonard Wood, Missouri, Advanced Individual Training in Ft. Sill, Oklahoma, Infantry Officer Candidate School in Ft. Benning, Georgia, the Military Police Officer Basic Course in Ft. McCullough in Alabama, Military Police Officer Advanced Course through a correspondence course, and Command and General Staff College (Phase One) through a correspondence course.
Pinson attended four elementary schools in Chicago in the Greater Lawndale community: Harzel, William Penn, Mason, and Charles Sumner Elementary School from which he graduated in 1963. Pinson attended Marshall High School in Chicago and graduated in 1967. He attended Mercer County Community College through a correspondence course, majoring in General Studies.
Pinson’s civilian work experience was: Assistant Driver and Salesmen for Central Distributors and C&K Distributors in Chicago, and was First Cashier Clerk, Field Auditor, Personnel Clerk and Receiving Clerk at A&P Food Store in Chicagoland for Illinois, Indiana
