China as made great strides since the economic reform in late 1970s. With the gradual establishment of market economic system, release of the impulse to pursue wealth and interests, the deepening social stratification and division of labor, and the continued rise of social vitality, the fast increasing economic aggregate also poses grave challenges to security in all social sectors. The frequent mine disasters in resources exploitation, the lapses in constructions (even fatal collapses in major construction projects), the grave issues in consumption and production, the labor-capital, official-citizen and doctor-patient tension and mass disturbance are causes for concern. Internationally, the operation and management style formed in China of Chinese enterprises clashes with the culture of host countries, which leads to discriminated activities of local governments to local Chinese and Chinese-dominated markets. All of the issues are often attributed to the immature institutions and systems in social transformation. The problem is, even if proper institutions and systems are in place, accidents in security, product quality, construction project are still unavoidable. It is thus necessary to change our focus to reexamining the traditional Chinese social operational mechanism and governance model.
