During the industrialisation process, the stress on labour productivity increased; and brought about changes in the thinking on labour welfare. The economic capacity puts the ultimate limit to the extent of welfare measures to be provided to the workers or to any other section of the society. The real costs of welfare services remain the same irrespective of the agency selected for the purpose. Further, it is difficult to specify who bears the costs of welfare services, either voluntarily or under the requirements of law.
