The issue and implementation of Constitution 1947 marked the completion of "e;Six Codes"e; system, which was made from the model of "e;civil law system"e;, and was the phased summary for China to transplant western law. At then, central legislative authority was totally different from before on aspects of system design and practical operation, and was also different from that in New China. As central legislative authority is not just the core part of legislation but also the basic factor for granting legislative resources, it is the important point for designing a legislation system. The book starts from the origin of central legislative authority, analyzing the main body and content, application and maintenance and other aspects of that legislative authority, and evaluates practical operation of legislative authority under the constitutional system, trying to demonstrate the comprehensive image of central legialative authority through those statements. Based on above statements, it also studies the real status of Chinese law system of that time as well as inspects the rule of Chinese to transplant western law since modern times by comparing the progress in legal text of central legislative authority and the retrogression in practice.
