In January 1895, Beiyang Navy was destroyed because Li Hongzhang pursued the nonresistance policy during Sino-Japanese War. In April 1895, Li Hongzhang on behalf of the Qing Government and Japanese prime minister Ito Hirobumi signed the humiliating Treaty of Shimonoseki in Shimonoseki, Japan. According to this Treaty, China would cede Taiwan and the Penghu Islands to Japan. In this context, people in Chinese martial art circles, headed by Chinese No.1 in the imperial examinations for military personnel, Tie Shishan, cooperates with Taiwan's people to resist foreign invasion to safeguard the national unification and territorial integrity. They perform many magnificent and touching stories. According to this work, Tie Shishan gets Chinese No.1 in the imperial examinations for military personnel, appointed by Guangxu Emperor (1875-1908). With loyalty and extraordinary skill in martial art, he would rather give up the title of such No.1 than kill Russian warrior on the stage in order to maintain the dignity of Chinese people. To save the patriotic student who assassinates Li Hongzhang, Tie Shishan alone enters the trap designed by Japanese military police.
