This book is a venture to assess the extent of constitutionalism which persuaded the people of Bangladesh to fight a war of independence in 1971 against colonialism of Pakistan. Irony is that constitutional democracies in the Third World countries die more than they grow; political milieu in these countries is not congenial for the growth of democracy. This book is an attempt to assess what extent the country achieved the cause of its independence. This study will focus on the actual working of the Bangladesh government in constraining the excess use of executive power against the established constitutional provisions with special reference to operational freedom of the political institutions, their effectiveness to make government constitutional. The political leaders in these countries use the norms of democracy as hoax to muster public support behind them to orchestrate political movement to drive out colonial power/unseat internal authoritarianism. In the Third World countries constitutional government cannot grow and flourish not because of external intervention, rather, elected government subvert the political institution to grab more power bringing constitutionalism to end.

Obaidullah, ATMDr. ATM Obaidullah is a professor of Public Admin, University of Rajshahi, Bangladesh. His area of academic interest is governance at macro level in SA- civil service, parliament studies, reforms and administrative control. He published 50 papers and 5 books at home and abroad. Beyond teaching he is engaged in consultancy at home and abroad.
