Low rates of enrollment, increased rates of drop-out and absenteeism are a major challenge in such areas leading to non achievement of almost every Millennium Development Goal. This book analyses learner related factors, infrastructural related factors and contextual related factors that influence access to education in the areas. The analysis helps to shed light on how to improve access to education. It is useful to education policy designers and implementers on the issues of school safety and disaster risk reduction in schools situated in areas prone to floods which is in line with Priority Action 2 of the Hyogo Framework for Action.
