Since the intent of the responsible party in passing the law could not be established without any doubt, a consensus in the matter could not be reached. The issue of relocation of the Armenian population can not be analyzed by focusing only on the Ottoman government and overseeing the role played by Germany. Since both were close allies in World War I, the examination of the matter would not be complete and would lack objectivity without a deeper analysis of the role played by the German government. In this book, the issue of the role of Germany is undertaken as well as the extent of the involvement of the German army by focusing on the German military doctrine and the resulting perception of the Armenian nationalists.
