Innovation is the result of a complex set of relationship between universities, business enterprises and government as the main components of a sound innovation system. Understanding the linkages, inter-dependencies, and interactions between these components is critical in assessing a country's innovative capacity. This study falls into the category of Collaborative Innovation Networks (COINs) studies that utilize Swarm intelligence (SI) employed in artificial intelligence
