Leadership and management are two different concepts but they complement each other. Furthermore, management and leadership play a pivotal role in the structure that deals with revenue collection. Firstly, it should be able to motivate the staff members to ensure adequate performance in terms of revenue collection. Secondly, the citizens need to be encouraged to pay for the municipal services. To achieve this management and leadership must work hand-in-hand.
