A partnership is generally characterized as a kind of cooperation between the public and the private sectors by establishing contractual relationships. This kind of contracts is for a certain period set by a public entity and a private sector partner, in which the latter invests resources in at least one of the following works: construction, implementation, maintenance, rehabilitation, development, management or operation of a public facility or projects belonging to a public entity. Therefore, countries coming out form crises and conflicts are in high need of this sort of cooperation: the Public-Private Partnership (PPP) contracts.
