Helen Penn is Professor of Early Childhood and co-Director of the International Centre for the Study of the Mixed Economy of Childcare (CMEC) at the Cass School of Education, University of East London, UK. She has a policy background, and has undertaken consultancies for many international agencies including OECD and EU and for charities such as Save the Children Fund.
