Governance refers to all processes of governing, whether undertaken by a government, market or network, formal or informal organization. Open Government in the most basic sense is the notion that the people have the right to access the documents and proceedings of government. It is a term used as an alternative formulation to 'freedom of information' or 'access to information'. In a wider sense it is synonymous with transparency. Administrative culture, in its broadest sense is understood as the modal pattern of values, beliefs, attitudes, and predispositions that characterize and identify any given administrative system. Transparency and accountability are the main constituents of good governance, while good governance is a pre-condition to achieving human development which is the main concern or mission and the ultimate goal for all states' programmes and activities Electronic governance is another aspect which assists transparency in administration so as to achieve good governance. The paper is empirical global study and doctrinal in approach.
