Der vorliegende Band umfasst Beiträge einer Tagung anlässlich des hundertjährigen Jubiläums der ersten Duma, die im Herbst 2006 an der Universität Bonn stattfand. Sie stellen den Ansatz einer parlamentarischen Entwicklung im Russischen Reich in einen breiteren Kontext, indem sie nicht nur den Bezug zum Vorbild des britischen Parlamentarismus herstellen und Pläne für eine russische Verfassung erörtern; sie befassen sich zugleich mit der Stellung nationaler Minderheiten in Wahlordnung, Wahlkämpfen und schließlich in der Volksvertretung des Vielvölkerreiches. Der Kommunikation zwischen Öffentlichkeit und Parlament gelten Beiträge über die parlamentarischen Vertretungen von der Linken bis zur Rechten, zur Wahrnehmung der Duma in der russischen und europäischen Öffentlichkeit sowie nicht zuletzt über den Terrorismus als Form der illegalen politischen Partizipation. Reflexionen zu Brüchen und Kontinuitäten der parlamentarischen Entwicklung in Rußland bis zur Gegenwart runden den Band ab.

In 1905, the first revolution in Russia forced the Czar to reduce his power over the country and to allow creation of a parliament, the Duma. This edited volume deals with the parliamentary development in Russia during this time. It touches on the connections to British models and plans for a Russian constitution as well as the role of national minorities in the election process, the election campaigns, and in the Duma itself. Separate contributions are concerned with the communication between the public and parliament with respect to the various factions from far left to far right, the perception of the Duma in public opinion, and terrorism as a form of illegal political participation. Comparisons are drawn with the situation of minorities in the parliaments of the German Reich and the Donau Monarchy. Finally, there are thoughts on the continuities and disruptions of the parliamentary process in Russia to the present day.

Prof. Dr. Dittmar Dahlmann ist emeritierter Professor für Osteuropäische Geschichte an der Universität Bonn und Teilprojektleiter im SFB 1167 »Macht und Herrschaft«.
