The book focuses on his experience in Qishan as a temporary Deputy County Magistrate. Upon arriving at the county, he was in charge of attracting business, a hard but thankless job. On one hand, the development of the county called for investment, on the other hand, some businessmen took advantage of the eagerness of the government for free eating and drinking without investment. Wenzhou Chamber of Commerce, President Zhang came with a beauty to visit the scenery here in the name of investment but made no contribution at all. Though the officials knew the trick, they still treated him enthusiastically in case that they may lose real investors.
