System and regulations are the guarantee to the existence and development of enterprise. If an enterprise wants to have a further development, then the system is a must. If it always ignore or destroys enterprise system and management rules, it would be controlled by the ulterior employees, competitors and customers, and the enterprises will be fragmented without cohesion centripetal force. Under the present competitive market environment, an enterprise with the system means there will be a fair and efficiency. And efficiency is the life of the enterprise and the medicine of the enterprise eternal vitality. So, the manager should learn to change the "e;rule of man"e; and use the rules and regulations to manage the enterprise and apply the right rewards and punishment system to stimulate staff's motivation, eliminate employees' bad behavior habits and ensure enterprise would have steady progress in the developing path. Successful experience of numerous enterprises tells us that if you want to achieve scientific and efficient management goal, then you have to manage people with system and deal with affairs with rules, regulate employees' behaviors with reasonable institution so that people would clarify their respective responsibilities and know how to perform their duties. Under such circumstances, the efficient, standardized, rigorous and fair management would come into being.
