The demographic aging of the next decades will have a fundamental impact on the societies of the European Union. The EU-Commission as well as the Council of the European Union and the European Council identified two fundamental threats for the common market and the monetary union owed by demographic aging: First,the decrease of the average annual GDP between 2030 and 2050 owed by fewer people in
work. Second, the threat for the common monetary and economic union by the higher burden of the national social security systems by an overaged population. The paper embeds this question in a theoretical framework by analyzing the emerging of the open method of coordination as a result of divergences between intergouvernemental and supranational forces.
