He is just several months away from graduating from college and finishing his obligation to the Coast Guard in Philadelphia. Soon he would be able to leave Philly and all the tragedy, heartbreak and loss the city represents. But fate has other plans. It always does. Late one night after leaving class, Billy saves a girl from an attempted rape and springs a trap laid by fate that will draw him back into the world he so desperately wants to forget. When the would-be rapist, the son of New Jersey mob boss, Johnny Corso, is found later that night floating in the Delaware River, word spreads that Billy was the last person seen with the dead guy. Billy soon finds himself the target of organized crime groups from both Jersey and Philadelphia, each pursuing Billy for different reasons. And the FBI suspects a mole in the Coast Guard is helping the mob moves drugs in the Port of Philadelphia, and Billy might be the key. By luck, Billy escapes a carjacking (not what it was) and bombing at the base. But when a barge explosion intended for Billy claims the lives of another inspection crew from the base, Billy is forced underground to save everything he has worked for, not to mention his very life. To do this Billy must turn to the very friend who committed the murder that set him on the straight and narrow five years ago, the dangerous Sal Thoma. Fate forces Billy to face the very enemies and events he wants to forget. In doing so, he finds the answers and closure he needs, the friends he didn't know he had, and the release of his fear of the past.
