The International Court of Justice, based in The Hague, Netherlands, is the main judicial organ of the United Nations. The Court resolves legal disputes between the States parties and issues advisory opinions for the United Nations and its specialized agencies. Its Statute is part of the Charter of the United Nations. All States parties to its Statute, which includes all Members of the United Nations, can appeal to the Court. Only States can be parties to cases that are submitted to the Court. Natural and legal persons and international organizations cannot appeal to the Court. The General Assembly and the Security Council may request advisory opinions from the Court on any legal question. The other organs of the United Nations and the specialized agencies, with the authorization of the Assembly, may request advisory opinions on legal questions arising within the scope of their activities.
