The primary responsibility of government is to protect the individual, God given rights to life, liberty, and property for when government protects individual rights it automatically protects society because society is made up of individuals.
However, when individual rights are sacrificed to satisfy majority or mob rule, all society suffers the loss of all rights and freedoms.
Government derives its power to govern through delegated authority form the individual citizens it governs. The individual citizen cannot do an illegal activity, such as robbing their neighbor for personal needs without breaking the law; they therefore cannot delegate authority to government to break the law for them.
When government steals in that manner it is called legalized plunder for that is still robbery and no amount of majority support, fifty-one percent or even ninety-nine percent, can make it lawful.

Bill Koerner was born in Wisconsin and moved to St. Louis, Missouri when he was 6 years old where he attended school. Upon graduation, he worked as a commercial artist prior to entry into the service in 1949.Bill served in the Army as Chief Warrant Officer and in the Military Intelligence Department. He saw action during the Vietnam War. In 1967 – 1968, he flew 253 combat missions as an aerial observer in Vietnam and saw extensive action during the TET Offensive.
Since his military retirement in 1969, he has been engaged in speaking on Constitutional principles before patriotic groups, state Legislatures, governors, and high schools and college students. He has worked on initiative petitions both in Utah and in Montana. He travels over the country appearing on radio and television as well as before live audiences. In Hamilton, Montana, he hosted his own television program, “The American Dream.”
In the 1970’s in Utah, Bill organized thousands of citizens into civil defense teams (Neighborhood Emergency Teams). The purpose of these teams was to enable the citizens to assume responsibility for their own safety in case of emergencies or insurrectionist activities.
Since Bill has made his home in Montana, he has been active in local civic organizations and has served 8 years as city judge.
