The Theory of Government Film is a programmatic work representing Bentham's utilitarianism. It promoted the reform of utilitarianism in the aspects of social economy, politics, law and ideology, and also made Bentham play an important role in the history of Western political thought. In the form of this book, Bentham criticized the British jurist Blackstone's "e;English Legal Interpretation"e;, talking about the supreme power. In fact, Bentham analyzed and revealed the shortcomings of the British constitution, and put forward the utilitarian principle, that is, "e;the happiness of most people"e; as the function and legislative principle of the legal system, and applied it to the unique theory of the government's thought. The author replaced the abstract rationality with practical utilitarianism as the highest value criterion and legislative principle of judging the legal system, thus ending the development stage of metaphysics philosophy from Platon to Hagel for more than 2000 years. It laid the theoretical foundation of utilitarianism and positivist jurisprudence, and opened up new methods and new perspectives of Western jurisprudential thinking.
